PACE declared "the Russian war against Ukraine"


Meeting of PACE The Parliamentary Assembly of the Council of Europe calls on the Russian Federation to stop supplying arms, ammunition and military to the east of Ukraine. PACE recognized the conflict in the Donbass as a "Russian war against Ukraine." Such a formulation proposed by the Ukrainian delegation instead of the "war in Ukraine" was supported on Wednesday, April 25, by PACE members in the adoption of the resolution on Ukraine, according to Ukrinform.

Also in the adopted resolution, PACE calls on Russia to stop supplying arms, ammunition and military to the east of Ukraine.

"The Assembly calls on the Russian government to respect the rights of internally displaced persons (IDPs), in particular to refrain from the supply of arms, ammunition and military personnel, which further violates international humanitarian law and the human rights of IDPs in the relevant conflict areas, and provides access to representatives of international humanitarian observation missions to the relevant conflict zones to analyze the humanitarian needs of IDPs and provide humanitarian assistance, "the document says.

The Assembly called on Ukraine and Russia to support the restoration of family ties between the Red Cross communities of both countries, to provide adequate protection to the representatives of the International Committee of the Red Cross and to give them access to territories suffered as a result of the conflict to investigate the missing people; establish a commission to compensate or return IDP property according to the jurisprudence of the ECHR; support and facilitate mine action activities in the affected territories. PACE also urged both sides to refrain from any actions that would lead to further internal displacement of people and would complicate the humanitarian situation of internally displaced persons in violation of international humanitarian law.

The resolution states that there are 1.7 million internally displaced persons in Ukraine, and now this is the largest number among all European countries. Members of the EU and the European Commission provided humanitarian assistance in the amount of 751.5 million euros.

During the voting for amendments to the resolution in the session hall, the PACE supported the proposal of the Ukrainian delegation to replace the wording "war in Ukraine" with the "Russian war against Ukraine".

The general resolution was adopted by 76 votes. One deputy opposed, two abstained.
